LUDLOW BANS POT SMOKING IN PUBLIC

LUDLOW - Voters at Monday's annual Town Meeting approved a bylaw which
prohibits the consumption of marijuana in public places.

The new law, which was approved by a majority vote of those at the Town
Meeting, is enforceable by a $300 fine.

Police Sgt. Louis E. Tulik advocated for passage of the law on the Town
Meeting floor. Tulik said the law will prevent groups of people from having
"the audacity to smoke" in public places with the state decriminalization
of possession of an ounce or less of marijuana.

Also on Monday, voters defeated Article 20 on the Town Meeting warrant
proposed by the Board of Selectmen which would have prohibited groups or
persons from soliciting donations in a public way. Selectman William E.
Rooney said there have been many complaints about fund-raising groups
stepping into the road at intersections to solicit money.

"The board has safety concerns," Rooney said.

Resident Michael Neylons said the proposed bylaw could hurt the ability of
sports booster clubs to raise money.

"This is not good for youth organizations trying to raise money," Neylons said.

Selectman Antonio E. Dos Santos said it is common for people to be
approached in their cars by groups trying to raise money.

"It is inappropriate to have people in the street," Dos Santos said.

Resident Chester Giza said in his opinion it is "ridiculous to have more
bylaws."

"I recommend that we vote this down," Giza said.

Neylons said police can tell people to get out of the street if they are
endangering their safety.

Other residents said those advising fundraising groups should watch out for
students' safety. The bylaw which would have prohibited soliciting funds in
a public way was defeated by majority vote.

Also at the Town Meeting, residents approved Article 13 on the Town Meeting
warrant supported by Police Chief James J. McGowan which would require
those intending to engage in canvassing or solicitation to register with
the Police Department.
