MICHAEL PHELPS IS NOT ALONE

Swimmer Michael Phelps had a bad week. But so do many mere mortals his
age and younger, every week, in both Canada and the U.S., thanks to
erratic, even capricious enforcement of marijauna law. As long as our
society is ambivalent about marijuana, injustices will continue.

We've long favoured decriminalization. Now we're coming to suspect
that even legalization would be better than the systemic hypocrisy and
unfairly uneven effect of the laws and enforcement policy as they are
today.
