Some people are so dumb that they shouldn't endanger themselves or
anyone else by carrying spare change in their pockets. Some of those
folks have offices in Sacramento and Washington, D.C.

Imagine politicians despairing because of a lack of money for
government budgets, overcrowded prisons, deteriorating
infrastructure, etc., when right behind and below them a huge pile of
money is growing - literally. That pile of money is marijuana.

Remember Prohibition? They never learn, do they?
