POOR PLANNING BLAMED IN CONSTABLE'S DEATH IN DRUG RAID, QUEBEC AGENCY SAYS

LAVAL, Que. -An investigation into the death of a Laval, Que., police
officer during a botched raid in March, 2007, has pointed the finger
at poor planning and an incomplete checking of the gun registry.

Quebec's occupational health and safety agency looked into the death
of Constable Daniel Tessier during a drug raid of the home of Basil
Parasiris. Mr. Parasiris, a former businessman, was charged with
first-degree murder in Const. Tessier's death, but was acquitted in
June. The defence successfully argued that Mr. Parasiris thought he
was the victim of a home invasion.

The report found that police checked only whether any guns had been
registered at the home. More in-depth research would have shown that
there were in fact guns in the house. The report recommends that all
Laval police officers receive training on researching the gun registry.
