The House this week will "definitely not" take up the
resolution the Senate passed just before the Easter recess
dealing with President Clinton's certification that Mexico
had cooperated fully in the war against drugs, an aide
to House Majority Leader Armey said today. Top House
Republicans may discuss the issue at a leadership meeting
Tuesday and make a decision at that time on how to proceed,
the aide said. It has not yet been decided whether the
House will take up and pass the softer, Senatepassed
resolution, which leaves Clinton's certification in place
but calls for tougher drug enforcement action by Mexico, or
stick with the Housepassed version, which would overturn
Clinton's certification unless Mexico met half a dozen
conditions within three months, the aide said.
