In the face of a direct challenge to his stewardship of the Foreign
Relations Committee,Sen. Jesse Helms plans this A spokesman said
Sunday that Helms, RN.C. who is chairman of the committee, intends
to argue publicly that he has been unfairly portrayed as setting a
precedent in blocking Weld's nomination.

Other senators on the committee have enough votes to force a meeting this
week to discuss the Weld nomination over Helms' objections. But Marc
Thiessen, the spokesman, said the chairman, who would control that meeting,
would use his authority to squelch any discussion of the nomination. He
said Helms intended to disacuss other senators' refusals to grant hearings
in other cases.
