WOMAN SHOT BY POLICE WAS DRUNK, HAD USED MARIJUANA

A 19-year-old woman was legally drunk and had traces of marijuana in
her system when she was shot dead by Riverside police, coroner's
investigators said Thursday.

Tyisha Miller, who was shot a dozen times early Dec. 28, had a
blood-alcohol level of 0.13 percent, said investigator Mark Wasserman
of the Riverside County sheriff-coroner's office. The legal limit for
driving in California is 0.08 percent.

The preliminary toxicology tests also found cannabinoids, a byproduct
of marijuana, in Miller's system.

Miller, who was armed with a handgun, was shot about 2 a.m. Police
were responding to a call that she was locked in a car at a gas
station, unresponsive to relatives who banged on the window.
