CARROT, STICK: Calling the illegal drug trade a threat to democracy, U.S.
drug czar Gen. Barry McCaffrey on Sunday praised efforts by Mexico to fight
narcotics trafficking and said much work remains to be done. He and other
U.S. officials are in Mexico for the fifth meeting of the Joint High Level
Contact Group, which is coordinating drug strategy between the two nations.

JUST THE CARROT: U.S. Secretary of State Madeleine Albright called Sunday
for more cooperation against drug traffickers and praised Trinidad and
Tobago for leading the way. In 1996,that nation became the first in the
Caribbean to sign an agreement allowing U.S. authorities to pursue
suspected drug traffickers into its territorial airspace and waters.
