CALIFORNIA'S THREE Strikes Law provides a strong incentive to eliminate
witnesses. Any lawbreaker aware enough to be deterred by 25 to life for a
third felony can figure out that it is in his or her best interest to kill
witnesses of that third-strike offense.
Because of Three Strikes, California is incarcerating people for decades to
life for stealing a pizza or pair of blue jeans. Don't look to the U.S. for
intelligent law-enforcement policy.
