The demand-reduction strategy for a drug-free world by 2008 is the
mirror image of supply reduction. These efforts are useless; they are
counter-productive. No mention of a harm reduction stategy such as the
Frankfurt Resolution was reported because reefer madness still exists
and there is no interest in open dialogue.
An example of this is a study done for the World Health Organization.
It concluded that marijuana, while harmful to the health, is less
harmful than either tobacco or alcohol. Then the WHO refused to publish it.
Sounds like the WHO is trying to avoid playing a role in the Hans
Christian Anderson fairy tale of the story of the emperor's new clothes.
