If Senator Bolkus or anybody else knows where $5 caps of heroin are
available in Australia, please let me know. This is drug mythology.
Heroin is ubiquitous and cheap but the lowest price I have heard of
from reliable informants is $35 a cap.

There are people in the zero tolerance brigade saying that starter
packs with heroin and an injecting kit are available in Sydney for $5.
This is patently untrue but serves to alarm the population and
heighten fears of the "drug scourge" especially during an election
campaign.
