The Clinton administration plans to organize a conference of aid
donors to help Colombia encourage farmers to start cultivating
alternative crops to narcotics, President Andres Pastrana said
Thursday. Pastrana, in Washington on a state visit, said he also would
use resources to help end Colombia's 35-year-old civil war.
