THE HEROIN PLAGUE

Editor -- Your coverage of the Bay Area heroin plague has disturbed
Chronicle readers. Good. Hopefully, we now realize the magnitude of
this epidemic. On January 12, while in a well-known San Francisco
bar, I overheard a couple debating which was more harmful to your
health: moderate alcohol or moderate heroin use. Social acceptance of
heroin use cannot be permitted. We must adopt and enforce a level of
zero tolerance.
