FIGHTING DRUGS

President Clinton is getting just criticism from Republicans in Congress for
a serious flaw in his drug-fighting program. Clinton should make necessary
corrections - but also expect Republicans to support portions of his policy
that will prove to be beneficial.

Last year, the White House and Congress agreed to create a new program to
reduce the supply of drugs. The program would provide $2.6 billion over
three years to help the Coast Guard and other federal agencies improve drug
interdiction efforts. However, the $2.6 billion cannot be found in the
president's budget. If Clinton is serious about waging a war on drugs, he'll
regret this error and keep his commitment to funding the new program aimed
at stopping drug smuggling.

But if Republicans are serious about reducing drug abuse and addiction in
this country, they'll agree with the president's proposal to provide more
funds for prevention and treatment. An effective attack on drugs also
includes programs to persuade youngsters not to use drugs, and getting users
off drugs. Getting control of the drug problem means dropping the demand, as
well as reducing the supply.
