TWO MILLION IN AMERICAN 'GULAG'
News in Brief
The Swiss 'Tages Anzeiger' (http://www.tages-anzeiger.ch) carries the
Thomas Rust article "Two million in American 'Gulag'" previously reported
in the Austrian 'Der Standard' (v. August 12th Survey). It is perhaps worth
noting that no German newspapers have carried it thus far. (And US
papers...???)
After stating that the number of prisoners had doubled in the last nine
years, in this version the following final para has been added:
"It's possible that in the years ahead the pendulum will swing back in the
Congress, and the 'tough on drugs' policy will be amended to allow more
autonomy for courts and state jurisdictions. If not, the number of
prisoners will go on doubling in ever shorter periods until the number of
the incarcerated is greater than the number of those still at liberty."
