COMMERCIAL APPROACH URGED FOR ANTI-DRUG ADS

Barry McCaffrey,the Clinton administration's point man in the war on drugs,
told Madison Avenue on Friday that a huge anti-drug media effort would
succeed if it was waged the same way as commercial ad campaigns.

"It's my own impression that the power of the media, of the advertising
industry, is enormous. I think you know what you're doing. I think you can
deliver results," he told agency chiefs attending a conference sponsored by
the American Association of Advertising Agencies.

The Office of National Drug Control Policy, headed by McCaffrey, proposed a
largescale paid media campaign in 1999. It was launched last summer,with a
budget approaching $2 billion.
