CRIMES GO TO CIVIL COURT
Drug dealers, illegal bar operators and prostitutes could be defending
their actions in civil rather than criminal court under a proposed
community protection act announced yesterday by Justice Minister Vic Toews.
Complaints would be handled by three investigators, at a cost of $200,000 a
year, Toews said.
