MEXICAN COURT HAS REFUSED TO EXTRADITE A DRUG-TRAFFICKING SUSPECT TO THE
UNITED STATES

Mexico: A Mexican court has refused to extradite a drug-trafficking suspect
to the United States, the suspect's attorney said yesterday. A court in
Toluca, 35 miles west of Mexico City, refused to extradite Everardo Arturo
Paez Martinez, citing a lack of evidence, attorney Eugenio Zafra Garcia
said. It issued its ruling last week. Paez Martinez, 30, is suspected of
being a top lieutenant of Mexico's most violent drug gang, based in the
border city of Tijuana. He is under indictment in San Diego on charges of
conspiring to distribute 2,200 pounds of cocaine in the United States.
