TOBACCO SALES ENDANGER TREATMENT FUNDING
MISSOURI
Kansas City-The state's high rate of tobacco sales to minors is jeopardizing
nearly $10 million in federal grants for drug and alcohol-treatment
programs. A 1992 law requires states to reduce the numver of retailers
selling tobacco to people under 18 to a maximum of 20%. The rate rose in
fiscal 1999 to 33% from 28% in 1998.
