REPORT SAYS GUARDS BRUTALIZED YOUTHS

Guards at California's top youth prison allegedly brutalized inmates,
locked them in excrement-covered cells and forced some to battle rival gang
members, according to a state report.

The allegations stem from a six-month investigation of the California Youth
Authority facility performed by the state's inspector general.

The investigation showed that inmates at the Heman G. Stark Youth
Correctional Facility in Chino were sometimes improperly drugged, slammed
into walls and forced into cells with urine and excrement on the floor, the
Los Angeles Times reported, citing unidentified sources close to the study.
