More than 500 army soldiers in the northern border state of Chihuahua
were confined to barracks and placed under investigation after an
unidentified amount of impounded cocaine disappeared just before it
was to be burned. The regional army commander, Gen. Juan Morales
Fuentes, said flour had been substituted for as much as 20 pounds of
cocaine.
