WHERE THE AID WOULD GO

Southern Colombia: $600 million to help train and equip two more special
anti-drug military units to support the Colombian National Police in a large
section controlled by guerrillas. Aim is to reduce drug cultivation in an
area that has seen a huge increase. Military aid includes 30 UH-60 Black
Hawk helicopters and 18 more UH-1 Huey helicopters.

Drug interdiction: $341 million for more planes, radar and
communication to attack drug trafficking, with some of that money
going to Peru, Bolivia and Ecuador.

Drug eradication: $96 million to help national police eradicate coca
and poppy fields.

Economic development: $145 million to provide alternatives to farmers
who grow coca and poppy, and for economic development.

Judicial reform and crime fighting: $93 million to help reform the
judicial system, protect human rights and crack down on
money-laundering and high-tech economic crimes.
