POLICEMAN WHO AIDED FBI INQUIRY BECAME A TARGET

FBI agents investigating alleged wrongdoing in the Memphis Police
Department had a go-to guy in Mike Minor.

When they needed a record, or an explanation, they went to
Minor.

The career lawman was no snitch. He was designated by the police
director to assist outside law enforcement agencies as they examined a
series of embarrassing allegations about the misuse of seized drug
funds by the Organized Crime Unit.

But in the midst of this task, Minor became the target of an internal
police department investigation prompted by one of those being
investigated by the FBI, TBI and state auditors, according to records
obtained by The Commercial Appeal. Those records show MPD
investigators cleared Minor and two other officers. The internal
affairs report branded as unfounded allegations that Minor had an
improper business relationship with a computer software vendor and had
destroyed computer files.

The investigators also noted as suspect the timing of the complaint
filed by Deputy Chief Brenda Jones, who headed the undercover unit for
most of the period under investigation.

According to internal affairs investigators, auditors named Jones on
Sept. 1 as having undocumented expenditures from the department's pool
of seized funds. Then came her complaint.
