A TIMELY PROPOSAL

Minister Lo Po is to be applauded for the proposed drug testing of
abusive/neglectful parents. To save innocent lives she must design a system
that works, is foolproof, and can be used not only to determine if children
can be returned safely to their parents, but even as a basis for the
removal of children at risk. Children should be looked on as bundles of
joy, not bundles of benefits.
