The War on Drugs has been more deleterious to both our society and to
its individuals than misuse of every illegal drug combined. The U.S.
government shouldn't have contrived to make what is essentially a
public health and civil liberty issue into a civil war. Drug treatment
is more effective and far, far less expensive.
