COMPROMISE FOR LOCKNEY

Perhaps the issue of drug, alcohol, and tobacco testing could be resolved
by changing the testing criteria. Rather than "testing all students" it
should be "testing all students whose parents / guardians have given
permission for the testing."

I would also suggest that the name of those parents / guardians who do not
grant permission, should not be named publicly.
