COLOMBIA: POLICE CHIEF STEPS DOWN
The country's top police official and an important American ally in the war
on drugs announced that he was resigning, saying he was tired of seeing his
officers die. Five years after dismantling the Cali cocaine cartel, Gen.
Rosso Jose Serrano said the battle against drugs, kidnapping and guerrilla
violence has claimed too many lives. Nearly 2,000 police officers have died
in the line of duty since 1994, the year General Serrano became national
police chief.
