BE WARY OF THE COWBOYS

One thing to emerge from the budget fiasco down at the shire hall is that
in future we'll need to be wary of the cowboys. Messers Hoss Rugendyke and
Rawhide Osborne have taught us to be very careful about giving future
''independents" our vote. Neither gave a thought to the three Ps of stable
democratic government - Procedure, Practice and Precedent. By intelligently
using the machinery anything is possible. Incorrect use causes a stuff up.
Which is where we're at.
