ILLEGAL DRUGS SNEAKED INTO KINGSTON PRISON YET AGAIN

Roughly three weeks after a federal inmate died of a suspected heroin
overdose in a Kingston prison, police intercepted a load of the same drug
being smuggled into another prison.

Yesterday, the joint forces drug unit, comprised of Kingston police and OPP
officers, seized a package destined for Joyceville Institution that
contained heroin and cannabis resin.

The contraband would have been worth $28,000 on the prison drug market,
according to police.

Debbie Ouimet, 27, of Sudbury, is charged with two counts of possession for
the purpose of trafficking.

Police are still investigating and expect to file more charges.

Further details on the seizure were not available.

On July 11, David Allan Nelson, an inmate at minimum-security Frontenac
Institution, died of a suspected heroin overdose.

Nelson was the third inmate to die of a suspected drug overdose in a
Kingston prison in 17 days. The other deaths happened at Joyceville
Institution and Kingston Penitentiary.

Drugs are regularly smuggled into federal prisons and traded by inmates.
Visitors are considered the key problem in the flow of contraband.
