U.S. OFFICIAL SIDES WITH FOX ON DRUG PROGRAM

In one of his last official visits to Mexico as the U.S. director of
drug policy, Gen. Barry McCaffrey praised the transition team
assembled by President-elect Vicente Fox and said he shared Fox's
opposition to the American drug certification program.

But McCaffrey, who has long expressed misgivings about the program,
said at a news briefing in Mexico City that there was ``zero'' chance
Congress would end it in the near future.
