THREE ARRESTED AT ST.PAUL MARIJUANA RALLY

Three people were arrested for possession of marijuana, but there were
no serious confrontations with police as demonstrators called for the
legalization of marijuana during the 14th annual Minnesota Tea Party.

Between 150 and 300 people heard speakers and bands Saturday at the
State Capitol in the rally, organized by the Grassroots Party. Many of
them then marched to the governor's residence.

The attendance was far short of the 1,000 at the 1999 rally, which
generated 13 arrests.

In anticipation of disruptions, two more police officers were brought
in to manage traffic in case protesters spilled into the streets.

The city wants the Grassroots Party to pay the $260 cost for the extra
officers, but Party Chairman Chris Wright said the group won't pay.

"Just because they think there's going to be ... arrests and
lawbreaking, we shouldn't have to pay more," he said.

St. Paul police Sgt. Ray Jefferson said the party's refusal to pay
could make it difficult for it to get future rally permits.

"If you have outstanding bills with the city, the city can't do
business [with you]," he said.

Wright said he would go to court, if necessary, to settle the issue
before next year's rally.
