DRUG LORD'S EXTRADITION A FIRST FOR CANADA

TORONTO - A Colombian who has admitted to being a kingpin in a multi-million-dollar cocaine ring has been brought back to Canada to face new drug charges.

Cesar Rivera, 56, is the first person to be extradited from Colombia since the Colombian Constitution was amended in 1997 to allow extradition of its citizens.

"Colombia is no longer a safe haven for drug dealers to hide," RCMP Const. Rosemary Abbruzzesi said yesterday.

Rivera, who holds dual Colombian-Canadian citizenship, was jailed for 15 years here in September 1991 for conspiracy to import cocaine. "He was a prime figure in an operation that spanned two continents," prosecutor Harvey Frankel said at the time.

Rivera fled Canada while on parole in December 1998. He now faces two counts of trafficking in a controlled substance, conspiracy to traffic in a controlled substance and conspiracy to possess proceeds of crime.
