CHIEF OLIVER DISPLAYS LEADERSHIP

We are blessed to have a Police Chief in Richmond who has brains and courage.

There was much evidence in his October 22 Commentary column regarding the
drug war. His statement of doubt and concern was a rare example of true
leadership that is urgently needed.

That the drug war has failed is obvious to any casual investigator. That we
will have the courage to face that failure has not been as clear. I hope
Oliver's statement will encourage similar bravery from some of the many
citizens and politicians who have privately expressed the same opinion.
