Handcuffing and arresting a 12-year-old girl for eating French fries in a
Metro station is not sound public policy.
Zero-tolerance policies make zero sense. Whether it's arresting people on
the subway for eating, suspending students from school for giving their
classmates aspirin, or prohibiting young people arrested for marijuana use
from getting school loans to go to college, zero-tolerance policies do more
harm than good. The police should serve and protect Metro passengers, not
harass and arrest them.
