DRUG-PLAN PESSIMISM

As a social worker in the 1960s with the now defunct Narcotics
Addiction Foundation, I am heartened to see that Vancouver has
finally decided to consider a drug treatment model centering on harm
reduction. But because it's only in the draft stage, it's unlikely
that anything will ever come of it, considering that so many levels
of government will necessarily have to be involved and that the
naysayers among us will do their level best to try to prevent any of
the 24 recommendations from becoming a reality. However, should it
come to pass, sadly it will be too little and much too late for so
many.
