MINDELLE JACOBS is right about the American "zero-tolerance" approach
to drugs: it doesn't work and it makes the problem inestimably worse.
I would add that it is immoral. Edmonton would do well to start
providing progressive and proven treatment and Harm-Redux policies,
such as the heroin-assisted treatment programs now working so well in
Switzerland, so as to avoid the problems Vancouver is experiencing
now.
