PROBLEM REMAINS
Giving addicts a safe place to engage in their illegal activities
makes about as much sense as allowing a child abuser to beat his
kids, providing he uses an open hand rather than a closed fist.
Technically, both reduce harm, but neither one puts an end to the
actual problem.
