LANDLORDS RESPONSIBLE FOR GROW-OPS: COUNCIL
City council gave three readings to a resolution at its October 17
council meeting that will hold landlords responsible for illegal
activities their tenants may commit on their property.
The purpose of the bylaw is to discourage the modification of
buildings for the manufacture or cultivation of controlled substances.
"It's up to the landlords to stay abreast of activities on their
property," said Coun. Ed Mead. "It's our grow-op legislation. We're
now putting deterrents in place and putting the onus on the owners of
the property."
"It's another method of council being proactive," added Mayor Scott
Nelson.
The legislation obliges the landlord to be aware of what his or her
tenant is doing on his property and imposes substantial remediation
and inspection requirements where a property has been used for illicit
purposes.
Fee for service policy
City council clarified when and how recipients of fee for service
contracts will be paid their money.
Contracts under $5,000 shall be paid in one lump sum on the first
Thursday in February. Contracts $5,001 and over will be paid 25 per
cent on the first Thursday in February, 25 per cent on the first
Thursday in July, 25 per cent the first Thursday in October, and the
final payment the last Thursday in December.
Coun.Tom Barr said new policy makes it easier to let people know when
to expect their money.
