Staff Sgt. Steve Streeter may not be naive enough to think the police
eliminated the crack cocaine problem with one initiative, but he
certainly provides room for doubt if he thinks messages regarding
consequences for those caught dealing street-level crack cocaine
matter in the slightest to street-level crack dealers. Considering
most street-level crack dealers are users feeding their need, Project
Crackdown would be better described as having created job openings for
45 or more street-level crack dealers in Peterborough.

Staff Sgt. Streeter would be well advised to pray that he don't
encounter what LEAP speaker Chief Jerry Cameron once
experienced.

Approximately 90 days after cleaning out a small area of his community
Chief Cameron found, to his dismay, that even more violent and
ruthless gangs from out of town had moved in to fill the void created
by his efforts. At one point, he recollects, he found himself wishing
for the dealers he initially arrested back.

Incidentally, LEAP stands for Law Enforcement Against Prohibition and
their website can be located at http://www.leap.cc/. These cops say
legalize drugs and they want you to ask them why.
