OFFICER'S ARREST PLACES CASES UNDER SUSPICION

The arrest of a veteran narcotics officer with the Texas Department of
Public Safety has prompted an investigation of every drug case he has
handled the past three years, officials said.

Sgt. Johnnie Davis is held in Harris County Jail on $500,000 bail after he
was arrested in an undercover sting while allegedly trying to rob someone
he thought was a drug courier.

Davis is charged with engaging in organized criminal activity.

"We'll continue to explore every avenue possible," said Joe Mora, assistant
commander of the Houston area DPS narcotics division. "Everybody remotely
included is going to be, at the very minimum, asked what they know or don't
know."

Davis, a 12-year DPS veteran, had been under suspicion for about two weeks,
so officials said they set up a sting operation and made sure he became
aware that $100,000 in cash and two kilos of cocaine would soon be moving
into the area.

An unknowing Davis stopped the undercover vehicle Thursday night in east
Harris County near U.S. 90 and FM 2100, authorities said.

"He tried to steal the money," Mora said. "He tried to present himself as a
police officer in the attempt."

Davis' alleged accomplices, Paul J. Tolliver, 23, and Allister J. Cotton,
29, are similarly charged and held in the County Jail on $500,000 bail each.
