FAKE-DRUGS CASE LAWSUIT MOVED TO U.S. COURT

A state civil rights lawsuit against the city of Dallas, two narcotics
officers and a confidential informant has been moved to federal court. The
lawsuit, filed in state court by Victor Alvarado DeLeon in April 2001,
accuses Dallas police Officers Mark Delapaz and David Larsen, as well as an
unnamed police informant, of arrest without probable cause. A previous
lawsuit on behalf of nine other former drug defendants did not name Officer
Larsen. A federal judge has issued a temporary injunction against any
further activity on the first lawsuit until August, pending the possible
outcome of an ongoing federal investigation. It could not be determined
Friday whether the moratorium applies to Mr. DeLeon's lawsuit.
