The Province

Surrey, which was first off the mark with a controlled substances bylaw in
2001, has recovered about $700,000 in costs associated with shutting down
marijuana grow-ops. Property owners can be billed for police and
prosecution expenses.

"Property owners should know what's going on on their properties," says
Coun. Dianne Watts. "Nine times out of 10 the landlord is aware something
is going on."

Landlords co-operating with the RCMP don't get billed.

Cities with similar bylaws include Pitt Meadows and Port Coquitlam.
