CHICO TASING FAILS TO STOP SUSPECT ON METH

A man reportedly wandering near East 21st and Laurel streets Tuesday night
and thought to be under the influence of drugs was shot by a Taser dart
after he allegedly charged a deputy sent to check on his welfare.

Deputy Doug Patterson said the man, later identified as Chico transient
Carston Duncan III, 19, was walking in the middle of East 21st and chanting
in an unrecognizable language.

After failing to follow Patterson's instructions, the suspect suddenly
charged at him. Patterson fired a 50,000-volt Taser dart, which struck the
man, but became detached.

Duncan ran into a nearby residence on Sunrise Court, and Patterson asked
for Chico police and California Highway Patrol officers to assist in
setting up a perimeter around the house.

Duncan was quickly run out of the house by occupants and fled to 20th
Street, where he was arrested.

A examination determined that Duncan suffered no injuries from the Tasing.
He was arrested for resisting a peace officer, being under the influence of
a controlled substance, possession of methamphetamine, possession of
marijuana and violation of probation.

He was booked into the Butte County Jail in Oroville with bail set at $19,370.
