I agree with all of the observations, including the fact that the
so-called war on drugs has created business opportunities for
organized crime. However, I would go one step further by theorizing
that many in law enforcement also profit from addiction as we need
plenty of police officers, judges and politicians to keep the
illusion of a drug war alive.

If our society decided to decriminalize addiction and treat it as a
medical problem those in organized crime would lose business
opportunities, as would many politicians and law enforcement personnel.
