LEGALIZE AND CONTROL IT

I noticed marijuana referred to as a "controlled substance." It
couldn't be further from the truth.

Perhaps if it were legal, we could effectively regulate it and
consumers would then have some sort of control over their purchases.

Besides that, I don't know how the current "deterrence" method of
incarceration has any control over a black market.

I am sure that, given the choice, most good citizens who consume
cannabis (be it medicinal or recreational) would opt to have
legitimate merchants instead of a black market.

Some of that now underground economy could start to benefit society
instead of us wasting more and more money on a failed system.
