UNWARRANTED ENTRY
Excessive use of electricity is only an indication of a possible
grow-op, and nothing more. And the police cannot assume that it is a
grow-op simply because of the excessive use of electricity.
Until it becomes illegal to use excessive amounts of electricity, no
law has been broken -- and therefore no forceful entry is warranted.
