PRIORITY SHIFT IS PROGRESS ON POT

Vancouver really hasn't changed much in its prevalence of pot smokers
since the '70s. Progress is slow. However, I'm glad to read that
Vancouver police spokesman Tim Fanning doesn't now consider cracking
down on pot smokers a priority, (this is progress).
