CITY'S NEEDLE EXCHANGE NEEDS BETTER CONTROLS

The handwringing over where to relocate the needle exchange is
misguided. The problem has less to do with where and more to do with how.

Clearly, the execution of needle exchange services at the previous
site was flawed. This might not be the sole fault of the service
provider, but reflect a lack of process and protocols at the many
agencies serving these clients. Certainly the clients need to take
some responsibility, despite their issues and capacity.

Creating a ghetto with services to addicts, homeless and the mentally
ill in one section of town is not the answer.
