PROPER QUALIFICATIONS NEEDED TO DISTRIBUTE MEDICINAL DRUGS

I have a question regarding James Younger's distribution of medicinal
marijuana.

He is taking orders via phone and delivering from his backpack, yes?

What does he require upon delivery to determine whether the recipient
has an ailment requiring his aide, as opposed to someone who simply
wants some weed?

I support medicinal marijuana. In fact I support the legalization of
marijuana altogether.

However, unless Younger has the proper qualifications to distribute
the "prescribed" amount of medical marijuana (assuming that he
actually demands a doctor's prescription), then he is simply an
ordinary pot dealer and the News Bulletin should not be advertising
his home and cellphone numbers.
