DRUG WAR NEEDS REFORM
Of course George W. Bush is "urged to hang tough in drug war," as the
Chronicle Jan. 28 headline stated, because it's a multibillion-dollar
growth industry.
But what progress have we seen except for new and bigger prisons?
When will we realize the futility of this effort?
This is Bush's opportunity to show real leadership and call for drug-war
reform, much as his predecessors called for welfare reform.
